CTR Assistance - What It Does: Ukraine
CTR assistance is helping Ukraine to become a non- nuclear-weapons state and encouraging
demilitarization. Ukraine inherited SS-19 and SS-24 intercontinental ballistic missiles, silos and
associated nuclear infrastructure from the former Soviet military. Roughly 1350 warheads for ICBMs and
long-range air launched cruise missiles are still located on Ukraine's territory. Over $277 million in CTR
assistance has been committed to implement CTR objectives in Ukraine.
In Ukraine, CTR:
- Supports SS-19 silo elimination;
- Supports SS-19 and SS-24 ICBM deactivations and return to Russia of SS-19 and SS-24 warheads;
- Provides assistance to improve control & accounting for fissile material;
- Supports conversion of weapons of mass destruction industry to civilian production;
- Through converting defense plants to produce housing materials, provides housing to allow demobilizing of Strategic Rocket Forces officers so silo elimination can proceed; and
- Provided a communications link to meet START and INF communication requirements.
